About New York Fire Sprinkler Council

The New York Fire Sprinkler Council is dedicated to educating and informing our New York City and Long Island communities and public officials regarding the vital role fire sprinklers play in protecting lives and property. Our mission is to increase awareness regarding the benefits of installing and maintaining fire sprinkler systems and to promote the fire sprinkler trade as a specialty within the mechanical contracting industry.

In recognition of the highly regulated nature of the fire sprinkler industry, it is the further mission of this organization to confer with and provide advice to those public agencies that enforce and promulgate rules and regulations concerning the installation, inspection, testing, and maintenance of fire sprinkler systems in furtherance of the above-mentioned goals.

Agency Collaboration

Our members work collaboratively with the New York City Buildings Department, New York City Fire Department, and the Nassau County Fire Marshal’s Office. Contractor members and Association staff serve on the following committees:
  • New York City Buildings Department Plumbing & Fire Suppression Sub-Operations Committee
  • New York City Building Code Fire Protection Code Revision Committee
  • New York City Fire Department Certificate of Fitness Revision Committeev
  • New York City Department of Buildings License Board
  • New York City Building Resiliency Task Force
  • New York City Fire Museum Board
  • Nassau County Fire Marshal’s Office
  • Any other New York City or Long Island advisory board or committee discussing fire sprinkler or standpipe protection as requested

Property Loss Report

Every year, fires cost billions of dollars in property damage. According to the National Fire Protection 2013 report, US Experience with Sprinklers, with wet-pipe sprinklers the rate of property damage per reported home structure fire was lower by 68%. Below is a chart reprinted from the same report:

Near-Record Low Fire Fatalities

“New York City has long been at the forefront of building safety by adopting effective fire safety laws and standards. Across the nation, cities look to New York for guidance on implementing similar innovative fire safety and fire suppression laws. I’m proud of our track record in enhancing fire safety standards in this city and ensuring the commercial and residential buildings we build and maintain meet the highest safety standards in the country,” said Robert Bartels, Jr., Steamfitters Local 638 Business Agent at Large. MCA and Steamfitters Local 638 have historically worked with the New York City Council to adopt some of the city’s most critical fire safety legislation, working in tandem with the evolving needs of the world’s largest and busiest fire department.

Oversight for Campus Housing

In July 2013, Governor Andrew Cuomo signed the Kerry Rose Fire Sprinkler Notification Act, which requires public and private colleges in New York State to provide students and their families with written information on the presence of fire safety and sprinkler systems in college-owned or operated housing. The law is named after Kerry Rose Fitzsimons, a student at Marist College who perished along with two others in a January 2012 fire in her off-campus house. Two members of Steamfitters Local 638 serve on the board of the Kerry Rose Foundation, the charity started by her family and friends to raise awareness of fire safety issues in college housing.

There are more than 1.3 million students attending college in New York State. Urging our local and national legislators to mandate fire sprinkler protection in all on- and off- campus college and university housing remains a priority for both Local 638 and the NYFSC.
